?Which of these investments are considered base (essential or required)? What is their purpose? What needs do they meet and what services do they provide? How many positions and dollars are allocated to each of them?
?Which of these investments are discretionary? What is their purpose? What needs do they meet and what services do they provide? How many positions and dollars are allocated to each of them?
