The State Administrator - Board of Education, is the Governing Board of Oakland Unified School District, composed of the State Administrator appointed by the State Superintendent of Public Instruction pursuant to Senate Bill 39 (enacted in June 2003), the voters of the City of Oakland elected seven members and the two student All City Council elected (preferential voting) policy-making body of the 39,000 K-12 student, 32,000 adult, 6,000 plus employee public education system within the City of Oakland, California. The Governing Board's primary responsibility, among others, is to ensure that every student served by the District is well educated and demonstrates high academic achievement. The seven voter elected Board members currently hold full power in the areas of Community Relations and Governance, Personnel Management and Facilities Management; advisory status in the areas of Pupil Achievement and Financial Management. The appointed State Administator hold full power in the latter two areas.
