MEETING PROCEDURES

All Committee meetings shall begin on time and shall be guided by an

distributed in accordance with the Ralph M. Brown Act (open meeting

requirements) and other applicable laws.

BOARD BYLAW 9131 - MEASURES B, J, Y INDEPENDENT CITIZENS' SCHOOL

FACILITIES BOND OVERSIGHT COMMITTEE CHARGE OR RESPONSIBILITIES

Purpose: With respect to Measure B (2006), Measure J (2012), and Measure

Y (2020), to provide advice and recommendation to the District regarding the

expenditure of funds for bond related projects, to actively review and report on

the proper expenditure of taxpayers’ money for school construction and to

take any necessary action in furtherance of its purpose including, but not

limited to, receiving and reviewing copies of annual independent financial

audits and deferred maintenance proposals, inspecting school facilities and

grounds, receiving and reviewing cost-saving measures designed to reduce

the costs of professional fees and site preparation. The Committee shall

have the option to tour sites where Bond funds are being expended, with

support from the Superintendent.

Preston Thomas, Chief Systems and Services Officer, gave a presentation

Garfield Elementary School Bond Measure Y Modernization Project

challenges and next steps as a new build rather than the original approved

modernization. Stating that cost of structural upgrades, inability to right size

classrooms to Education code recommended size and temp housing for

students and the district’s initiative to expand Pre-Kindergarten (PreK)

program led to decision to build new.

- Garfield Elementary students will be housed on site in existing school with

new school building being constructed on existing playground/open space

area.

- Measure C and Children’s 1st Initiative have committed to funding allocation

to Garfield/OUSD in the amount of $18 million.

- Facilities Staff stated that they are committed to adhering to the revised

project cost of $103 million and stated that there is money is the Measure Y

contingency for this project along with other major projects.

- Committee members asked many project questions and staff responded:

1. Program will be for 675 students with PreK and Special Education (SPED)

classrooms.

2. Safety at drop off and school crossings is being concisely addressed.

3. The District is in productive conversation with The City of Oakland to

acquire or trade the small parcel that is needed for new school plan to built

on footprint as presented.

- All BJY Committee members attending this meeting were in favor and

recommended that Board approve and go forward with building a new school

on the Garfield campus.

- Staff stated that the Garfield Project will be presented to the Facilities

Committee on February 19, 2026 and then go to the full Board for approval.

Pranita Ranbhise gave the Master Plan presentation and status to complete

update. The plan is getting closer to completion but is still being revised to

include BJY Committee, Board, and community input.

- Chairperson Gonzales asked staff to give overview and requested that they

not get too detailed as this is a dense planning document with a lot of

information about the district.

- The BJY AdHoc Committee, consisting of Chairperson Gonzales, Vice

Chairperson Nelsen and Secretary Dawson provided written recommendations

(attached here) Chair Gonzales highlighted our concerns:

1. Facilities Master Plan executive summary is too wordy/has lots of

commentary.

2. BJY AdHoc Committee recommends that an equity lens index is

articulated or appropriately addressed in the plan; which necessary for

prioritizing facilities upgrades to serve the all district fairly.

3. BJY AdHoc Committee recommends that facilities condition assessment

of each school/district property needs to be put in one summary sheet for

ease of Board/community to access.

4. BJY Committee recommends that each school/property be given a

numeric rating on overall condition rather that just poor/fair/good.

- Staff stated that this presentation will go to the Facilities Committee on

February 19, 2026.

Facility Site Visit – Roosevelt Middle School - February 6, 2026

A debriefing to the Measures B, J, and Y Committee Members of an

individual Committee Member(s) Facility Site Visit to Roosevelt Middle

School on February 6, 2026.

Members Jones III, Davis, Secretary Dawson, and Chairperson Gonzales

visited Roosevelt Middle School Modernization Project. Project is in progress

with major structural pile/footings in progress. Classrooms were gutted and

build back is in progress with new individual heating systems being installed

in each classroom. The construction has been well received and has

enhanced thermal comfort in classrooms.

- Member Jones III, commented and was disappointed as to no work being

done in the auditorium other than structural and suggested painting the

school exterior to make it more welcoming.

- Secretary Dawson asked about accessibility in the Auditorium. There is

currently no lift or accessible ramp at stage or a compliant ramp in seating

area.

Avenue Demolition Project - Facilities Planning and Management

A verbal report to the Measures B, J, and Y Independent Citizens’ School

Facilities Bond Oversight Committee, by the Chief Systems and Services

Officer, or designee on the following Matters:

Marcus Foster Leadership Center 1st Floor Permit, and

1025 2nd Avenue Demolition Project.

Sele Nadel-Hayes, Director, Facilities Planning and Management, said that

the lower floor of Marcus Foster Leadership Center was permitted and

approved as a no-occupancy shell by Division of State Architect (DSA); and

that a design for use of space and approval by DSA would be required to

occupy.

- Secretary Dawson stated it is an asset and that if it could be used there is

potential for revenue generation.

- Pranita Ranbhise, Director, Facilities Planning and Management said staff

is working on Request for Proposals to address demolition needs at the red

tagged buildings at 1025 2nd Avenue address.

- Director Ranbhise also said they are beginning to work with the city on the

permitting process for a City designated historic building, and that they are

working in three concepts, one is work force housing and the other is the

TAY Hub.

Director Ranbhise further stated that the feasibility study was happening for

the 1025 2nd Avenue. Vice Chairperson Nelsen asked if completing the

feasibility study is required for moving forward with the city application and

approval. Director Ranbhise replied no, not necessary, she thinks only a

concept plan is required.

- Member Davis reminded staff and the BJY Committee that the Board has

previously approved the use for 1025 2nd Avenue to be that of a TAY Hub

facility. Member Davis said it has been approved more than once, and it

would take a new Board action to change the intended use.
