CHARGE OR RESPONSIBILITIES  
The Measure G1 – Districtwide Teacher Retention and Middle School  
Improvement Act Oversight Commission shall advise and report to the  
Board of Education and shall be responsible for (a) oversight of proper  
allocation and use of all parcel tax monies, (b) reviewing annual  
independent audit reports, and (c) submitting recommendations to the  
Board of Education for any new or modified policies and administrative  
regulations to ensure the Oakland Unified School District’s compliance with  
the requirements and intent of Measure G1.

A review by and between the Measure G1 - Districtwide Teacher  
Retention and Middle School Improvement Act Oversight  
Commission and the Middle School Network Superintendent or  
Designee, of the School Plan for Student Achievement (SPSA) for  
OUSD Middle School Sites for 2022 - 2023 and 2023 - 2024.  
Attachments:  
Chairperson Grover, opened the floor for discussion on the School Plan for  
Student Achievement (SPSA) for OUSD Middle School Sites for 2022 -  
2023 and 2023 - 2024. Chairperson Grover explained that this matter was  
on the Agenda because there had been a discovery, by Secretary Chun,  
that one or more 2022 -2023 SPSAs, approved by the Board of Education  
allowing use of Measure G1 Funds, inconsistent with the purpose of  
Measure G1 Plans, also approved by the Board. Commissioners have  
questions and concerns.

Chairperson Grover provided a list of School Site School Plan for 2022 -  
2023 SPSA's of concern:  
- Brett Harte Middle School, on pg. 6 of SPSA, $219,487.00 was allotted  
from Measure G1 funds. On pg. 18 of SPSA, $27,599.00 was budgeted for  
an eleven (11) month Teacher on Special Assignment (TSA) to administer  
(English Language Development) ELD curriculum which is not within the  
scope of Measure G1 Funding. On pg. 20 of SPSA, $560.00 was budgeted  
for an African American Male Achievement (AAMA) Facilitator for which is  
unsure what the acronym stands for.  
- Coliseum College Preparatory Academy, on pg. 22 of SPSA, $105,837.00  
was budgeted for a Teacher for Structured English Immersion, which is not  
within the scope of Measure G1 Funding. On pg. 24 of SPSA, $35,307.00  
was budgeted for a Teacher for Structured English Immersion, English  
Language Learners (ELL), which is not within the scope of Measure G1  
Funding.  
- Edna Brewer Middle School, on pg. 28 of SPSA, 37,709.00 was budgeted  
for i-Ready Math at or above Mid-Grade, which is not within the scope of  
Measure G1 Funding. On pg. 29 of SPSA, 108,457.00 was budgeted for  
College/Career Readiness, which is not within the scope of Measure G1  
Funding.  
- Elmhurst United Middle School, on pg. 23 of SPSA, $71,916.00 was  
budgeted for a case manager to support teachers using SMARTE Goals,  
which is not within the scope of Measure G1 Funding. On pg. 27 of SPSA,  
$77,570.00 was budgeted for Math Instructional Coaching, which is not  
within the scope of Measure G1 Funding.  
- Frick United Academy of Language SPSA for 2022 - 2023, on pg. 23 of  
SPSA, $2,893.00 was budgeted for MBG practices, Chair Grover was not  
informed of the purpose of MBG practices.  
- Greenleaf Elementary (K-8) School, on pg. 41 of SPSA, $4,804.00 was  
budgeted for English Language Learning Supplies, which are not within the  
scope of Measure G1 Funding.  
- Hillcrest Elementary (K-8) School, did not have any budgeted items for  
Measure G1 Funding.  
- Life Academy, on pg. 27 of SPSA, $15,944.00 was budgeted for  
internships offered to 11th graders, which is not within the scope of Measure  
G1 Funding.  
- Madison Park Upper, on pg. 28 of SPSA, $19,065 was budgeted for  
Teachers to receive coaching from TSA, Chair Grover was not informed of  
the purpose of TSA.  
- Melrose Leadership Academy, on pg. 27 of SPSA, $2,299 was budgeted  
for Leaders to provide Substitute Teacher Incentive Plan (STIP) substitutes,  
which are not within the scope of Measure G1 Funding.  
- Montera Middle School, on pg. 24 of SPSA, $78,232.00 was budgeted for  
Reading Inventory Multiple Years below grade level, which is not within the  
scope of Measure G1 Funding.  
- Roosevelt Middle School, on pg. 20 of SPSA, $90,873.00 was budgeted  
for a Teacher to observe and give feedback to Teachers, which is not within  
the scope of Measure G1 Funding.  
- Sojouner Truth Independent Study School, did not receive any Measure  
G1 Funding.  
- United for Success Academy, on pg. 27 of SPSA, $22,851.00 was  
budgeted to implement intervention courses in ELD, Math and Reading,  
which is not within the scope of Measure G1 Funding. On pg. 29 of SPSA,  
$66,896 was budgeted to engage humanities/reading teachers on reading  
strategies, which is not within the scope of Measure G1 Funding.  
- Urban Promise Academy, on pg. 24 of SPSA, $85,595.00 was budgeted  
for a Teacher that has no Related SPSA Action or Related SPSA Target  
listed in the SPSA.  
- West Oakland Middle School, on pg. 19 of SPSA, $3,782.00 was budgeted  
for Departments to collaborate in PLC's to create unit plans, it is unclear in  
the SPSA whether this line item is for Math support.  
Chairperson Grover stated that the Measure G1 Commission was asked by  
Jenine Lindsey (Interim General Counsel) to postpone their meeting until  
September 2023. The 2023 - 2024 SPSA's for School sites were approved  
on the August 24, 2023 Board of Education Meeting, and Claremont Middle  
Schools Grant Proposal for 2023 - 2024 that is on the Measure G1  
Commission agenda tonight was already projected in their SPSA for  
$123,339.00 on pg. 6 of Claremont's 2023 - 2024 SPSA.  
Chairperson Grover provided a list of School Site School Plan for 2023 -  
2024 SPSA's of concern:  
- West Oakland Middle School, on pg. 25 of SPSA, $19,682.00 was  
budgeted for a Structured English Immersion Teacher, which is not within  
the scope of Measure G1 Funding.  
- Bret Harte Middle School, on pg. 22 of SPSA, $77,278.00 was budgeted  
for a Structured English Immersion Teacher who will develop rigorous and  
engaging, standards based curriculum, Chair Grover stated there is no  
mention of what this Teacher will work on.  
- Edna Brewer Middle School, on pg. 33 of SPSA, $42,120.00 was budgeted  
for a Consultant to manage Promotion for All (PFA) by providing students  
with small-group tutoring after school, which is not within the scope of  
Measure G1 Funding. On pg. 33 of SPSA, $53,138.00 was budgeted for an  
Structured English Immersion Teacher, to implement English related  
curriculum, which is not within the scope of Measure G1 Funding.  
- Roosevelt Middle School, on pg. 27 of SPSA, $98,722.00 was budgeted  
for two (2) 10-month Classroom Teacher on Special Assignment for reading  
intervention, $104,471.00 was budgeted for two (2) 10-month Classroom  
Teacher on Special Assignment for reading intervention, and $5,000.00 was  
budgeted for Teachers to provide additional support and intervention to help  
students improve academically, which all three budget items are not within  
the scope of Measure G1 Funding.  
- Frick United Academy of Language, on pg. 25 of SPSA, $58,000 was  
budgeted for a Consultant to work with PLC to establish and determine and  
align content-appropriate literacy scaffolding practices, which is not within  
the scope of Measure G1 Funding.  
- United for Success Academy, on pg. 32 of SPSA, $52,004.00 was  
budgeted for a Structured English Immersion Teacher to implement  
intervention courses in ELD, Math and Reading, and $95,654.00 was  
budgeted for a Structured English Immersion Teacher to implement  
intervention courses in ELD, Math and Reading, which these two items are  
not within the scope of Measure G1 Funding. On pg. 33 of SPSA,  
$60,331.00 was budgeted for a Case Manager to utilize COST to support  
ALL Students, and $10,892.00 was budgeted to create year plans to ensure  
all grade-level focal standards are taught which will strengthen core  
academic program and assist in meeting state's academic proficiency, of  
which these two items are not within the scope of Measure G1 Funding.  
- Elmhurst United Middle School, on pg. 40 of SPSA, $15,000 was budgeted  
for staff and administration to create an intentional program that centers  
families and their experiences, Chair Grover asked why is the object code  
description School Office Supplies when the Related SPSA Action is  
describing a program.  
- Madison Park Academy Upper Campus, on pg. 32 of SPSA, $39,008 was  
budgeted to look at percent of black students who signed up for the  
advanced track and make sure this mirrors are overall population, Chair  
Grover asked shy is the object code description for this item listed under  
school office supplies.  
- Coliseum College Preparatory Academy, on pg. 34 of SPSA, $122,882.00  
was budgeted for a Structured English Immersion Teacher for Co-Teaching,  
which is not within the scope of Measure G1 Funding, and on pg. 34 of  
SPSA, $1,055.00 was budgeted for Co-planning with an object code  
description of School Office Supplies. Chair Grover does not understand  
the correlation between School Office Supplies and Co-planning.  
- Life Academy, Chair Grover stated no SPSA was provided.  
The Commission asked, given Chairperson Grover's report, whether G1  
Funds were being properly expended as approved by the voters.  
Clifford Hong, Superintendent, Middle School Network, stated that SPSAs  
and the Measure G1 Proposals do not have to accurately match. The  
Measure G1 Audit report has to be accurate to the Measure G1 Proposals  
approved by the Commission said Hong.  
Chairperson Grover requested the certified copy of what was presented to  
the Auditor for the Measure G1 Audit.  
Vice Chairperson Muhammad requested that all Measure G1 Proposal  
submitted to the Commission for approval are complete before being  
presented to the Commission.

Chairperson Grover stated that there was a change from the 2022 - 2023  
Grant Application Template to the 2023 - 2024 Grant Application Template.  
In which the section that has the historical data from the previous year in the  
2022 - 2023 Grant Application Template was removed from the 2023 - 2024  
Grant Application Template without approval by the Commission.  
Chairperson Grover asked Clifford Hong, Middle School Network  
Superintendent, what parameter will the Measure G1 staff take to ensure  
that non Commission approved changes to the Grant Application Templates  
do not occur again in the future.  
Clifford Hong stated that the section in question for the 2023 - 2024 Grant  
Application Template was inadvertently removed from the Template and  
there was no quality control measure used to ensure the 2023 - 2024  
Template matched the 2022 - 2023 Template. Clifford Hong further stated  
that Measure G1 Staff will implement quality control measures to prevent  
this issue from occurring in the future.  
There was no further discussion of this item after Clifford Hongs statement  
by other Commissioners.

Introduction of New Legislative Matter  
This section of the Agenda is devoted to the introduction of new legislative  
matter within the subject matter jurisdiction of the Commission by a Member  
or Members of the Public.  
- Chairperson Grover requested a progress update on the Grant Application  
Template to ensure the Carryover proposal templates are accurate.  
- Chairperson Grover requested Sign Up Genius for Commission Members  
to sign up for School Site Visits.  
- Chair Grover requested that if School Sites can not be present to present  
their proposal when on the Agenda that the School Sites prepare Measure  
G1 Staff to speak on their behalf.  
- Chairperson Grover requested a copy of the certified data that was sent to  
the Auditor for the 2021 - 2022 School Year as well as a certified copy of  
what will be sent to the Auditor for the 2022 - 2023 School Year.  
- Commissioner Tambu requested a item to discuss possibilities for Positive  
School Culture items related to Nutrition for School sites.  
Follow Commissioner by consensus supported the aforementioned request.
