The Measure G1 – Districtwide Teacher Retention and Middle School  
Improvement Act Oversight Commission shall advise and report to the  
Board of Education and shall be responsible for (a) oversight of proper  
allocation and use of all parcel tax monies, (b) reviewing annual  
independent audit reports, and (c) submitting recommendations to the  
Board of Education for any new or modified policies and administrative  
regulations to ensure the Oakland Unified School District’s compliance with  
the requirements and intent of Measure G1.

(6-12) Academy Grant Proposal - School Year 2023 – 2024  
Approval by the Measure G1 - Districtwide Teacher Retention and  
Middle School Improvement Act Oversight Commission of East Bay  
Innovation (6-12) Academy Grant Proposal for School Year 2023 -  
2024 in an amount not to exceed $64,414.29.

Chairperson Grover opened the floor for discussion on Bay Area  
Technology Charter (6-12) School Grant Proposal for School Year 2023-24.  
Francesca Fey, Director of Academic Programs, East Bay Innovation  
Academy and Mick Terrizzi, Site Leader, East Bay Innovation, Bonita  
Herrera, Senior Director of Operations, East Bay Innovation Academy,  
responded to questions from the Commission.  
Discussion: Commissioner Tambu, Secretary Chun, Vice Chairperson  
Muhammad, Chairperson Grover  
Chairperson Grover noted that the chronic absences of Asian American  
increased from 0% in School Year (SY) 2021-22 to 8.3% in SY 2022-23,  
and requested information on what line item(s) in the proposal are being  
used to reduce the absences of Asian Americans?  
Mick Terrizzi responded, the Asian American population makes up the  
smallest population on campus at about 3% of the total population. Line  
item 3 in the Summary of Proposed Expenditures for a 0.6 Full Time  
Equivalent (FTE) Culture and Climate Specialist will address the issues of  
absences and suspensions on campus.  
Chair Grover questioned that the LatinX suspensions rates have increased  
from 2% in SY 2021-22 to 4% in SY 2022-23 however the Goal for 2023-24  
regarding suspension rates for LatinX student says Low and Proportionate.  
Chair Grover requested more information on what does Low and  
Proportionate indicate.  
Francesca Fey responded, the Low and Proportionate was carried over  
from the last grant writer from the previous year. We can provide the  
concrete numbers instead of the description Low and Proportionate.  
Chair Grover noted that in the description of Proposed Expenditures for  
Musical Theatre, it states the musical will be accessible to all students at the  
School, however it is unclear whether that means as participants or as  
audience members.  
Francesca Fey responded, all students participate in some way in the  
production of the play whether that is as audience members, set designers,  
technicians or in the play itself, or fundraising for the play.  
Bonita Herrera further added that the students participate in intersession  
workshops twice a year in October and February where all students get an  
opportunity to participate in a segment of the plays production such as  
custom design, set design or acting.  
Chair Grover mentioned there is a state standard for Art, World Language  
and Music curriculum. A student fundraising for a play is not the same as a  
student engaging in the play. Chair Grover requested the Number of  
Students In the description of Proposed Expenditures for Musical Theatre  
be changed to reflect how many students are directly involved in Musical  
Theatre curriculum.  
Vice Chair Muhammad made a motion seconded by Commissioner Tambu  
to Postpone to a Date Certain the East Bay Innovation (6-12) Academy  
Grant Proposal for School Year 2023 - 2024 to revise the proposal to  
include: concrete numbers instead of low and proportionate in the 2023 - 24  
Goals section of the Positive and Safe Culture Metrics, provide the  
Connectedness on Panorama Survey data or a similar survey for Asian  
American students for 2022-23 SY, and to have a breakdown of the Musical  
Theatre line item to get a clear understanding of how many students are  
participating in a state standard arts curriculum course in musical theatre.

conditionally approve Greenleaf Elementary (K-8) School Grant Proposal for  
School Year 2023 - 24 upon addition of CHKS data and an explanation on  
the decrease of students in Language courses at Greenleaf Elementary  
(K-8) at the next regular Commission Meeting.

made a requirement of the proposal. Secretary Chun, as seconder of the

Chairperson Grover then made a formal motion to strike line item 3: Art  
Supplies, from the Summary of Expenditures until an administrator from  
Frick United provides further information on the proposed item and add  
CHKS data to the proposal. There was no second.
