A status update to the Measure G1 - Districtwide Teacher Retention
and Middle School Improvement Act Oversight Commission by
Middle School Network Superintendent or Designee, on all Unspent
Measure G1 funds as of March 22, 2023, and the cause(s) or
reason(s) for Coliseum College Preparatory Academy overspending
of its 2022 - 2023 allocation by $42,492.40 and/or other Schools, if
any.

Chairperson Grover opened the floor for discussion on all Unspent Measure
G1 funds as of March 22, 2023, specifically to address, but not exclusively,
Coliseum College Preparatory Academy overage amount of $42,492.40.
Discussion: Secretary Chun, Chairperson Grover
Clifford Hong, Middle School Network Superintendent, provided an update
on Coliseum College Preparatory Academy (CCPA) overage amount of
$42,492.40. Staff discovered the funds were utilized for an employees
salary that was drown down from the approved funding amount for CCPA
month by month until it was drown down to the overage amount of
$42,492.40 in April 2023. Jonathan Mayer is conducting further
investigation into the matter and may provide possible remedies to prevent
funding overages in the future.
- Chairperson Grover asked what employee position for CCPA was funded,
how much of the position is funded with Measure G1 funds, how much of
the position has been paid to date, and what is the cause of the overage?
- Jonathan Mayer said the employee position was for an elective class
instructor, and 100% of the position is funded with Measure G1 funds.
- Clifford Hong said there could have been several factors that led to a
higher amount for the employee position at CCPA than was previously
budgeted for said position such as employee benefits for other family
members, or completion of a Masters Degree or higher which increase their
step on the salary scale.
- Secretary Chun said upon review of CCPA's School Plan for Student
Achievement (SPSA) the elective teacher assigned with a Measure G1
budget resource is a reading intervention teacher. Secretary Chun further
stated that a reading intervention teachers do not align with the possible
uses of Measure G1 Funding. Secretary Chun request further information
on this matter.
Chairperson Grover requested further information on:
- What was the elective class position at CCPA, and what was the position
that was approved by Measure G1 last year
- How much Measure G1 Funds are needed to support the elective position
at CCPA to date
