Deloris Brown, Administrator, Aspire Golden State College Preparatory (6-12)  
Academy, was present to address the responses made by the Commission.  
Secretary Karigaca raised concerns regarding item 2 in the Summary of 2023  
- 24 Proposed Expenditures at the March 28, 2023 Commission Meeting:  
AVID College Readiness Teacher (.5 FTE). Secretary Karigaca requested  
clarification on what an AVID College Readiness Teacher is to ensure it is in  
alignment with the possible uses of Measure G1 funding.  
Chairperson Grover raised concerns regarding item 5 in the Summary of 2023  
- 24 Proposed Expenditures at the March 28, 2023 Commission Meeting:  
Stipend for 1 additional MS elective course for S1 23-24. There are no  
details on what elective course will be taught for S1 23-24 in the proposal.  
Chairperson Grover requested clarification on what elective courses will be  
taught utilizing Measure G1 funds.  
Deloris Brown explained the use for the AVID College Readiness Teacher.  
Chair Grover recommended that the AVID College Readiness Teacher be  
proposed in the Positive & Safe Culture section instead of the Student  
Retention section and that greater detail be added to the purpose of the AVID  
College Readiness Teacher in the proposal.  
Commissioner Muhammad agrees with Chair Grover's recommendation.  
Secretary Karigaca stated that he may not vote in favor of a proposal that has  
an AVID College Readiness Teacher because it does not align with the  
mandates of Measure G1 funding which are to fund world language, art and  
music education, positive school culture, and student retention and not  
academic preparation.  
Chair Grover Commissioner requested more detail on item 5 in the Summary  
of 2023 - 24 Proposed Expenditures: Stipend for 1 additional MS elective  
course for S1 23-24.  
Commissioner Muhammad agrees with Chair Grover's recommendation.

Curtonia Price, Administrator, Bay Area Technology Charter (6-12) School,  
responded to questions and comments from the Commission.  
Discussion: Secretary Karigaca, Chairperson Grover  
Chairperson Grover raised concerns on the chronic absence data in the Grant  
Proposal. The absence data for 21 - 22 has a 33% student population overall  
with a total of 114 students chronically absent. The absence data for 22 - 23  
has 20% student population overall with a total of 150 students chronically  
absent.  
In the 4/11/2023 revised proposal the student number of absences were  
removed but the percentages remained the same. Chair Grover requested  
clarification on the revision.  
Curtonia Price stated that the percentages in the revised proposal are  
correct.  
Chairperson Grover further mentioned that in the section titled proposed  
expenditures for positive & safe culture that states, "Based on the data, we  
see positive signs of the impact of our efforts to foster a positive culture and  
climate in support of students both holistically and academically.", there is no  
data within the proposal to support the claim.  
In the 4/11/2023 revised proposal this concern was not addressed. Curtonia  
Price mentioned that she will revise and resubmit the proposal.  
Secretary Karigaca requested in the section titled Proposed Expenditures for  
Electives to fill in the column titled: Number of students participating in a  
non-course experience in art, language or music (based on the specific  
investment) + frequency and amount of time spent in each activity; with the  
frequency of time students will meet.  
In the 4/11/2023 revised proposal this request was not addressed. Curtonia  
Price stated that she will revise and resubmit the proposal.

Secretary Karigaca raised concerns at the March 28, 2023 Commission  
Meeting regarding item 1 in the Summary of 2023 - 24 Proposed  
Expenditures: Mental Health Counselor Salary + Bonus: $81,425 | Benefits:  
$17,810. Secretary Karigaca concern is whether Measure G1 Funds are an  
appropriate use for bonuses.  
Sarah Sanchez provided clarity on retention bonuses for KIPP Bridge  
Academy employees.  
Secretary Karigaca raised concerns after Sarah Sanchez's clarification that  
providing bonuses through Measure G1 Funding could set a precedent for  
other schools to do the same. Secretary Karigaca further added there are no  
perimeters within the current Measure G1 Administrative Regulations that  
allows for such a use of Measure G1 funds.  
Secretary Karigaca recommended the $3,000.00 bonus be removed from  
item 1 in the Summary of 2023 - 24 Proposed Expenditures. Secretary  
Karigaca further stated the $3,000.00 can be used for another proposed item  
that is in alignment with the mandates of Measure G1 funding.

Postpone to a Date Certain - April 25, 2023, KIPP Bridge (K-8) Academy

funds as of March 22, 2023.

Clifford Hong, Middle School Network Superintendent provided an update on  
all Unspent Measure G1 funds as of March 22, 2023 and responded to  
comments and questions from the Commission. Jonathon Mayer, Grant  
Manager, Strategic Resource Planning, provided additional comments.  
Discussion: Secretary Karigaca, Chairperson Grover  
Chairperson Grover raised concerns regarding Hillcrest not spending their  
Carryover funding or allotted funding for the 2022-2023 School year.  
Clifford Hong explained staff regularly advise school sites to spend down their  
Measure G1 funding.  
Chairperson Grover raised further concerns regarding Coliseum College  
Preparatory Academy overspending its allotted amount by $42,492.40.  
Secretary Karigaca requested information on the cause of Coliseum College  
Preparatory Academy overspending its allotted amount by $42,492.40.  
Jonathon Mayer explained staff remedied the issue for Coliseum College  
Preparatory Academy by reducing their allotment for 2023 - 2024 School year  
by $42,492.40. Jonathon Mayer also said staff will bring back information on  
the specific cause of Coliseum College Preparatory Academy overspending  
its allotted amount by $42,492.40 for the 2022-2023 School year.

data metrics for Measure G1 Carryover and Grant Proposals.

Chairperson Grover raised concerns on item 3.c. - Leadership Experience, in  
the Metrics to Gauge Impact of Measure G1 Outline, and how feasible is it for  
school sites to capture data related to Positive and Safe Middle School  
learning environment from Student Councils, Restorative Justice Facilitators  
and Participate in School Tours.  
Secretary Karigaca provided possible data metrics to use for Positive and  
Safe Middle School Learning in Environment that are readily accessible:  
- Universal Referral Form (URF) Data  
- Restorative Justice Department and Facilitators may have data reporting on  
number of restorative circles conducted or number of incidents addressed.  
Chairperson Grover requested Measure G1 Staff to engage the Research,  
Assesment and Data (RAD) Department at OUSD for other data metrics that  
are useful for Measure G1 Grant Proposals.

Proposal - School Year 2023 – 2024  
Approval by the Measure G1 - Districtwide Teacher Retention and  
Middle School Improvement Act Oversight Commission of Lodestar - A  
Lighthouse Community Charter Public (K-12) School Grant Proposal for  
School Year 2023 - 2024 in an amount not to exceed $117,249.70.  
Attachments:  
Chairperson Grover made a motion, seconded by Secretary Karigaca to  
Approve Lodestar - A Lighthouse Community Charter Public (K-12) (hereafter  
referred to as Lodestar) School Grant Proposal for School Year 2023 - 2024  
The Commission discussed the motion on the floor.  
Discussion: Commissioner Muhammad, Secretary Karigaca, Chairperson

Linda Woo Administrator, Lodestar, Latora Baldridge, Administrator, Lodestar  
responded to comments and questions from the Commission.  
Chairperson Grover raised concern on item 5 Workshops and Intervention  
Budget in the Summary of 2023-24 Proposed Expenditures. More specifically  
to the Sex-ed workshop within the list of workshops included in the budget.  
Chairperson Grover also raised concerns on item 3: Events Budget in regards  
to the substantial amount of $24,000.00 for said item. Chairperson Grover  
requested an itemized breakdown of expenditures for item 3. Chairperson  
Grover further mentioned that the proposal does not follow the Proposal  
format of separating the Proposed Expenditures into the Measure G1  
categories of Positive School Culture, Student Retention, Arts, Music, and  
World Language.  
Member Muhammad raised concerns on the student demographic  
percentages and the omission of Black/African American demographic  
information in the section. Member Muhammad also raised concerns that  
Lodestar does not administer California Healthy Kids Survey (CHKS) data and  
asked what type of data does Lodestar utilize to measure Positive & Safe  
Culture. Member Muhammad raised further concerns on items 3: Events  
Budget and 4: Materials Budget in the Summary of 2023-24 Proposed  
Expenditures. Member Muhammad mentioned items 3 & 4, are redundantly  
funding guest speakers and questioned why are guest speakers being funded  
in two separate line items. Member Muhammad raised further concerns  
regarding the purpose for requesting funding in the Description of Proposed  
Expenditures is to reduce the suspension rates specifically for Black/African  
American students or to Increase the retention rates specifically for  
Black/African American students. Member Muhammad mentioned that in the  
proposal Black/African American students are not the demographic at  
Lodestar with the highest suspension and/or retention rates and have been  
omitted from the demographic section yet they are the catalyst for requesting  
G1 funding. Member Muhammad requested clarification as to why  
Black/African American students are the student demographic most in need  
of support at Lodstar.  
Secretary Karigaca mentioned that in his tenure with the Commission he has  
not seen an item relating to Sex Education in a Grant Proposal for G1  
Funding however, he believes that Sex Education is an item that may align  
with Positive & Safe Culture.  
Latora Baldridge responded to the concerns of the Commission. Latora  
Baldridge mentioned the omission of Black/African American students in the
