MEETING PROCEDURES  
All Committee meetings shall begin on time and shall be guided by an  
Agenda prepared in accordance with Board Bylaws and posted and  
distributed in accordance with the Ralph M. Brown Act (open meeting  
requirements) and other applicable laws.  
BOARD BYLAW 9130 - CHARTER MATTERS COMMITTEE CHARGE OR  
RESPONSIBILITIES  
This committee shall make recommendations to the Board relating to  
Charter Schools and review and recommend charter board members from  
among applicants for approval by the Board. Recommendations may  
include, but are not limited to, charter school authorization and renewal  
decisions, with guidance and review from the Superintendent or her  
designee, potential advice to Oakland’s state legislative delegation  
regarding state policies regarding charter schools, land use decisions  
involving charter schools, the process for authorizing, renewing, or  
evaluating OUSD-authorized charter schools, and material revisions to  
existing charters. The committee shall also receive presentations from the  
Office of Charter Schools related to effective charter oversight and  
authorization.

Charter School Spotlight Presentation to the Charters Matters  
Committee by American Indian Public Charter (AIPCS) II.  
Attachments:  
Superintendent Maya Woods Cadiz, AIMS College Preparatory District,  
gave the Charter School Spotlight Presentation to the Charters Matters  
Committee on American Indian Public Charter (AIPCS) II. Natalie Glass,  
AIPCS II Administrator, and Kayla Pho, AIMS Student Body President,  
provided additional information to the AIPCS II Charter School Spotlight  
presentation. Superintendent Woods-Cadiz responded to comments and  
questions from the Committee.

Non-OUSD Authorized Charter Schools and a review of the 2022 -  
2023 Subgroup data for OUSD Authorized Charter Schools.

presentation on 2023 - 2024 Charter School Enrollment data, and  
responded to comments and questions from the Committee. Kelly  
Krag-Arnold, Director, Office of Charter Schools provided additional

Assata Olugbala raised a concern on Charter Schools that share a campus  
with a Public School.

Introduction of New Legislative Matter  
This section of the Agenda is devoted to the introduction of new legislative  
matter within the subject matter jurisdiction of the committee by a  
Committee member or Members of the Public.  
No formal legislative proposals were introduced; however, the following  
speakers made suggestions for future Committee Meeting topics:  
Kim Davis:  
- Recommended the Committee discuss Board Policies related to Charter  
Matters.  
Assata Olugbala:  
- Recommended a Charter School policy that requires Charter Schools to  
submit Safety Plans to the District.
