MEETING PROCEDURES  
All Committee meetings shall begin on time and shall be guided by an  
Agenda prepared in accordance with Board Bylaws and posted and  
distributed in accordance with the Ralph M. Brown Act (open meeting  
requirements) and other applicable laws.  
BOARD BYLAW 9131 - MEASURES B, J, Y INDEPENDENT CITIZENS' SCHOOL  
FACILITIES BOND OVERSIGHT COMMITTEE CHARGE OR RESPONSIBILITIES  
Purpose: With respect to Measure B (2006), Measure J (2012), and Measure  
Y (2020), to provide advice and recommendation to the District regarding the  
expenditure of funds for bond related projects, to actively review and report on  
the proper expenditure of taxpayers’ money for school construction and to  
take any necessary action in furtherance of its purpose including, but not  
limited to, receiving and reviewing copies of annual independent financial  
audits and deferred maintenance proposals, inspecting school facilities and  
grounds, receiving and reviewing cost-saving measures designed to reduce  
the costs of professional fees and site preparation. The Committee shall  
have the option to tour sites where Bond funds are being expended, with  
support from the Superintendent.

"Adoption of the Committee General Consent Report" means that all items  
appearing under this topic are approved in one motion unless a Member of  
the Committee requests that an item be removed and voted on separately or

acted upon in one motion to conserve time and permit focus on  
other-than-routine legislative items on the agenda.

2024/2025 Progress Report  
A discussion and possible adoption by the Measures B, J, and Y  
Independent Citizens' School Facilities Bond Oversight Committee of its  
Plan and timeline for producing the 2025 Annual Report.  
Attachments:  
Chairperson Butler opened the floor for discussion and possible adoption of  
the proposed 2025 Annual Report.  
Chairperson Butler, after it was clear that the Committee wanted to get its  
report approved; but that Vice Chairperson Park did not have final language  
available to Amend the 2025 Annual Report, the Committee agreed to table  
further discussion until 7:30pm to provide ample time for Vice Chairperson  
Park to produce final language to the Committee.  
Vice Chairperson Park, Based on earlier feedback from Committee Members  
and her own review of the DRAFT BJY Committee Report, she presented an  
edited version of the report that the Committee was asked to adopt as final.  
The following changes were incorporated into the text: Red indicates new text  
and cross-out means that the language would be deleted.  
Page 2 of the report edited as follows:

$6,588,513.88 was raised. It was agreed that staff would review all the dollar  
amounts before the report was released to confirm the correct amounts.

OUSD staff prepared the report applying a new format that attempted to  
integrate various components including:  
1. Overall Project Completion Projection  
2. Project Details : site, type of delivery method, funding sources, cost per  
student, architect, general contractor and LBU –local business utilization.  
3. OUSD Project Team Members  
4. Budget Performance: to distinguish planning budget from current budget  
5. Project Phase Start Dates  
6. Community Engagement Overview: planning, design and construction  
7. QR code for past community engagement presentations and info about  
upcoming engagement opportunities.  
OUSD staff is committed to continue to work with the BJY Committee to  
improve public information for all funded projects. BJY Committee members  
had questions but emphasized how much they appreciated the thoughtful and  
additional clarity provided. This will be an ongoing process to improve  
communications and provide transparency.

Planning and Management  
A report by Chief Systems and Services or designee, to the Measures B,  
J, and Y Independent Citizens' School Facilities Bond Oversight  
Committee on the 2025 Summer Facilities Projects.  
Attachments:  
David Colbert, Director, Facilities Planning and Management, along with  
Kenya Chatman, Executive Director, Facilities Planning and Management,  
and Pranita Ranbhise, Director, Facilities Planning and Management gave a  
report on the 2025 Summer Facilities Projects, and responded to comments  
and questions from the Committee.  
Discussion - Vice Chairperson Park, Chairperson Butler  
The projects addressed a range of needs including fire and intrusion alarm  
upgrades, restroom renovations, solar installations, roofing replacements,  
and kitchen modernizations.  
Staff noted that these projects will impact nearly every region of the district  
and are expected to contribute to a better learning environment for students  
and a better working environment for staff. In August 2025, staff will provide  
a summary report highlighting progress, completions and key outcomes to  
the BJY Committee and the public.  
The report, a memorandum by OUSD staff, outlines the various projects by  
board district, site, scope of work and funding source.  
[Executive Director Chatman, was thanked for her service to the committee,  
school district and the community. Committee Members Vice Chairperson  
Alexandra Park and Member Sarah Price terms expire on June 30, 2025 and  
have chosen not to continue with the Committee. They were thanked for their  
service to the community. Secretary Viola Gonzales term expires June 30,  
2025, but she has agreed to serve another term.  
It was mentioned that BJY Committee does not typically meet in July 2025,  
therefore the next meeting is not likely to convene till August 2025. Staff  
encouraged committee members to attend the Facilities Committee Meeting  
on June 18, 2025.]

a Presentation of the Measures B and J Budget to Actual Expenditures and  
Cash Flow Projections through March 31, 2025, and responded to comments  
and questions from the Committee.

As in the past, an overview was provided regarding Total of Funds Available  
for Measures B, J & Y, which were stated as $246,905,592 and un-issued  
bonds remaining as $365,000,000. Information was sorted so that reader can  
immediately see what is completed, what is under construction, versus what  
is in design or not started as yet.  
The historical expenditures are detailed in spreadsheets with specific  
columns listing each project as follows ( left to right) :  
(1) Project Number; (2.) Original Board Approved Budget; (3.) Cumulative  
changes; (4.) Current Budget; (5.) Cumulative Funds through 6/24/24; (6.) FY  
24-25 expenditures; (7.) Cumulative Funds through 3/31/25; (8.) Budget to  
Actual Balance; (9.) Expenditure as percentage of Budget and finally (10.)  
Current Project Status ( meaning completed/under construction/under design  
or not started).  
These are also broken out by respective measure and an update was also  
provided on use of Fund 25 ( Developer Fees-Redeveloper Fees) and Fund 35  
( County School Facilities Fund) as of 3/31/2025. On page 5 of 6, Bond  
Program Coordination, General Consulting was listed as 114% of Budget  
which raised some questions.
