MEETING PROCEDURES  
All Committee meetings shall begin on time and shall be guided by an  
Agenda prepared in accordance with Board Bylaws and posted and  
distributed in accordance with the Ralph M. Brown Act (open meeting  
requirements) and other applicable laws.  
BOARD BYLAW 9131 - MEASURES B, J, Y INDEPENDENT CITIZENS' SCHOOL  
FACILITIES BOND OVERSIGHT COMMITTEE CHARGE OR RESPONSIBILITIES  
Purpose: With respect to Measure B (2006), Measure J (2012), and Measure  
Y (2020), to provide advice and recommendation to the District regarding the  
expenditure of funds for bond related projects, to actively review and report on  
the proper expenditure of taxpayers’ money for school construction and to  
take any necessary action in furtherance of its purpose including, but not  
limited to, receiving and reviewing copies of annual independent financial  
audits and deferred maintenance proposals, inspecting school facilities and  
grounds, receiving and reviewing cost-saving measures designed to reduce  
the costs of professional fees and site preparation. The Committee shall  
have the option to tour sites where Bond funds are being expended, with  
support from the Superintendent.

"Adoption of the Committee General Consent Report" means that all items  
appearing under this topic are approved in one motion unless a Member of  
the Committee requests that an item be removed and voted on separately or  
otherwise acted upon. Generally, these items are routine in nature, and are  
acted upon in one motion to conserve time and permit focus on  
other-than-routine legislative items on the agenda.

- Secretary Dawson asked if requested Items for discussion requested at last  
meeting under Introduction of New Legislative matters, but not itemized here,  
are considered Unfinished Business. Secretary Dawson asked about getting  
building permit occupancy and use information for the Marcus Foster  
Leadership Building Project.  
- Board Staff Corey Hollis stated the items included on the any BJY  
Committee Meeting Agenda are at the discretion of the Chairperson.  
- Vice Chairperson Nelson stated he recalled, during his meeting with  
Facilities Staff, that the following items were requested: 1) Status of Unused  
Space at Marcus Foster Leadership Center, 2) Presentation of the Asset  
Management Plan, 3) Status of Deconstruction of the 1025 2nd Avenue  
property.  
- Facilities Staff stated that it was agreed at the Agenda setting meeting that  
Marcus Foster Leadership Center status report request will be presented at  
the Facilities Committee because the Marcus Foster Leadership Center  
status report has been presented to the BJY Committee.  
- Secretary Dawson again requested that information requested from BJY  
Committee come before BJY Committee as questions remain and building  
was paid with taxpayer bond money.  
- Preston Thomas, Chief Systems and Services, stated on the status of  
unused space at Marcus Foster Leadership Center will be included in Master  
Plan at the Next Regular BJY Committee Meeting.

Oversight Committee - 2025-26 Facilities Master Plan - Facilities  
Planning and Management  
Presentation by Chief Systems and Services, or designee, and discussion  
with the Measures B, J, and Y Independent Citizens’ School Facilities  
Bond Oversight Committee, of the draft 2025-26 Facilities Master Plan.  
Attachments:  
Preston Thomas, Chief Systems and Services (CSS), gave a presentation on  
the draft 2025-26 Facilities Master Plan, and responded to comments and  
questions from the Committee.  
Discussion - Members Clark, Butler, Secretary Dawson, Vice Chairperson  
Nelsen, Chairperson Gonzales  
- An overall explanation/introduction of what the Master Plan is and is not was  
stated by CSS Thomas. He stated that the 2025-26 Master Plan is delayed  
because the District is including the lead/water quality needs into this plan.  
Items stated in his summary before presentation:  
-- This is the deepest dive the District has done on facilities condition and  
educational assessment.  
-- The 2025-26 Master Plan survey showed that classroom air quality and safe  
drinking water, along with the condition of restrooms were top concerns of  
students, staff and community.  
-- A Master Plan is required by the California Office of Public School  
Construction that includes proposed District improvements in order to be  
eligible for state funding reimbursement of some of the bond expenditures on  
individual projects.  
-- The 2025-26 Master Plan is dynamic and will be updated annually.  
-- The 2025-26 Master Plan will be used to re-prioritize current Measure Y  
projects.  
-- The 2025-26 Master Plan will be used for information/planning for a  
tentative date in 2028 for new capital project bond measures.  
-- The 2025-26 Master Plan does not rank capital projects.  
-- The 2025-26 Master Plan does not plan to determine program changes.  
-- The 2025-26 Master Plan is not an assessment management plan.  
The BJY Committee spent the remainder of the meeting hearing and viewing  
the presentations. It was presented, and interactive discussion took place  
between BJY Committee members and Staff.  
Chairperson Gonzales requested an advanced copy of the 2025-26 Master  
plan before the next Regular Committee meeting; it was agreed that a  
subcommittee, including Chairperson Gonzales, Vice Chairperson Nelsen  
and Secretary Dawson will review and comment prior to next BJY Committee  
Regular Meeting on February 9, 2026.

Chairperson Gonzales gave a report of the following regarding BJY  
Committee vacancies.  
- Benjamin Davis proposed appointment to the BJY Committee is on the  
January 14, 2026, Board of Education Regular Meeting for consideration.  
- BJY Committee has two vacancies members.  
Chairperson Gonzales encouraged BJY Committee Members to pursue  
potential candidates for membership.
