MEETING PROCEDURES

All Committee meetings shall begin on time and shall be guided by an

Agenda prepared in accordance with Board Bylaws and posted and

distributed in accordance with the Ralph M. Brown Act (open meeting

requirements) and other applicable laws.

BOARD BYLAW 9130 - CHARTER MATTERS COMMITTEE CHARGE OR

RESPONSIBILITIES

Charter Matters – This committee shall make recommendations to the

Board relating to Charter Schools and review and recommend charter board

members from among applicants for approval by the Board.

Recommendations may include, but are not limited to, charter school

authorization and renewal decisions, with guidance and review from the

Superintendent or her designee, potential advice to Oakland’s state

legislative delegation regarding state policies regarding charter schools,

land use decisions involving charter schools, the process for authorizing,

renewing, or evaluating OUSD-authorized charter schools, and material

revisions to existing charters. The committee shall also receive

presentations from the Office of Charter Schools related to effective charter

oversight and authorization.

2024-2025 - Charters Renewal Planning 2025-2026 - Office of

Charter Schools

A verbal report to the Charter Matters Committee by Director, Office

of Charter Schools, or designee, on the following matter:

Status update on Fall 2024 Charters Renewal Appeals, and

Status update on 2025 Charter Renewal Planning

Kelly Krag-Arnold, Director, Office of Charter Schools, gave a report on a

status update on Fall 2024 Charters Renewal Appeals, and a status update

on 2025 Charter Renewal Planning.

American Indian Public Charter School (AIPCS) II Charter Renewal appeal

to Alameda County Office of Education (ACOE) was denied. AIPCS II's

Charter Renewal appeal to ACOE may be reconsidered at their June 10,

2025, Meeting.

Oakland Charter High School (OCHS)'s Charter Renewal appeal may be

heard by the California State Board of Education in August or September

2025.

There are six (6) Charter Schools seeking Charter Renewal in the Fall of

2025.

Material Revision Decision Hearing for Aspire Triumph Technology will be

heard at the June 11, 2025, Board of Education Regular Meeting.
