BOARD BYLAW 9131 - MEASURE G1 - DISTRICTWIDE TEACHER RETENTION AND  
MIDDLE SCHOOL IMPROVEMENT ACT OVERSIGHT COMMISSION CHARGE OR  
RESPONSIBILITIES  
The Measure G1 – Districtwide Teacher Retention and Middle School  
Improvement Act Oversight Commission shall advise and report to the Board  
of Education and shall be responsible for (a) oversight of proper allocation  
and use of all parcel tax monies, (b) reviewing annual independent audit  
reports, and (c) submitting recommendations to the Board of Education for  
any new or modified policies and administrative regulations to ensure the  
Oakland Unified School District’s compliance with the requirements and  
intent of Measure G1.

Adopted with the date correction on page 11 in the second paragraph

Discussion - Secretary Chun, Chairperson Grover  
Secretary Chun summarized his purpose for requesting a review of the  
School Plans for Student Achievement (SPSA)'s for all School sites that  
receive Measure G1 funding noting that discrepancies were discovered  
between the budgeted items for G1 funding in the SPSA's and the Measure  
G1 Grant Proposals approved by the Measure G1 Commission for school  
sites. Secretary Chun along with the Commission, due to these  
discrepancies, requested the Measure G1 Certified data that was submitted  
for Fiscal Year ending June 20, 2023, to Eide Bailly, LLP, Independent  
Auditors, to ensure Measure G1 Funds were spent according to the Measure  
G1 Grant Proposals approved by the Measure G1 Commission for School  
Sites.  
Chairperson Grover requested, with no objections from the Commission, that  
Lisa Grant Dawson, Chief Business Officer to present the Certified data  
submitted for Fiscal Year ending June 30, 2023 at a future Meeting.

Grant and Carryover proposal application process for submission to

Commissioner Tambu and Secretary Chun, as the mover and seconder of the  
motion, respectively, accepted the following amendments to the motion as  
friendly:  
- on pg. 1, provide an asterisk for the meaning of California Longitudinal Pupil  
Achievement Data System (CALPADS) and Local Control Funding Formula  
(LCFF).  
- on pg. 1, in the School Information & Student Data section, add an  
additional data point for how total student go to the school.  
- On pg. 2, in the Chronic Absence section, direct school sites to provide a  
total amount of students absent and next to the total amount in parenthesis  
provide the percentage of students absent.  
- On pg. 2, in the Elective section, direct school sites to provide the total  
amount of students in each elective category and next to the total amount in  
parenthesis provide the percentage of students in each elective category.  
- On pg. 3, in the Connectedness on California Healthy Kids Survey (CHKS)  
survey section, remove this section from the proposal, and replace it with the  
attendance rate at the school site for the four (4) years named in the  
proposal. Furthermore in the attendance rates, direct school sites to provide  
the total amount of students and next to the total amount in parenthesis  
provide the percentage of students.  
- On pg. 3, in the Suspension Incidents section, direct school sites to provide  
the total amount of students suspended and next to the total amount in  
parenthesis provide the percentage of students suspended  
- On pg. 3, in the Student Retention from 5th Grade to 6th Grade, direct  
school sites to provide the total amount of students and next to the total  
amount in parenthesis provide the percentage of students.  
- On pg. 4, in the Summary of 2023 - 2024 Approved Expenditures section,  
divide the Summary of Approved Expenditures into the categories for  
Measure G1 funding. Those categories are: Art, Music, World Language and  
Positive School Culture.  
- On pg. 5, in the Summary of 2024 - 2025 Proposed Expenditures section,  
divide the Summary of 2024 - 2025 Proposed Expenditures into the  
categories for Measure G1 funding. Those categories are: Art, Music, World  
Language and Positive School Culture.

Tambu to approve that a maximum of 2 Commission members may attend a  
Site visit. Visitation dates to be scheduled by Commissioners through staff

Chairperson Grover requested that all Schools sites that are eligible for  
Measure G1 funding be added to the calendar for a school site visits, and to  
update the visitation dates on said calendar so all visitation dates occur after  
the calendar is possibly approved.  
Vice Chairperson Muhammad requested guidance on what are permissible  
topics of discussion when Commissioners report on their School Site visit.  
A motion was made by Vice Chairperson Muhammad, seconded by  
Commissioner Tambu, to postpone further discussion of the finalization of  
the Calendar until the next Commission Meeting.
