TRIAL ON-LINE SPEAKER CARD REGISTRATION  
The Measure G1 - Districtwide Teacher Retention and Middle School  
Improvement Act Oversight Commission, in its desire to take more targeted  
Public Comment on Agenda Items, on a trial basis, within the current times  
allotted for Public Comment, is returning to it past practice of taking  
individual Public Comment on most items on the Agenda (except Consent).  
As a result, a separate Speaker Card (Sign In To Speak) is required to be  
filed by the commenter on each Agenda Item eligible for Public Comment.  
On line Speaker Card Registration (Sign In To Speak) opens at minimum 72  
hours in advance for a Regular Meeting or at minimum 24 hours in advance  
for a Special Meeting. Use the eComment Link to Sign In (Register) to  
Speak up to one hour before the beginning of the meeting. Manual (Paper)  
Speaker Cards also will be available at the meeting for completion.  
Sign In to Speak, on an eligible Agenda Item, as a matter of equity, is first  
registered, first called, in order of Registration whether participation is in  
person or virtually, e.g. Zoom, or by audio, e.g., telephone.  
For advanced pre-meeting Registration, You must establish a one time  
OUSD eComment - Sign In (Register) To Speak Account providing your  
First Name and Last Name and your email address. Your First Name and  
Last Name, as Registered, must also show as the Participant or Profile  
Name on a teleconference system (i.e., Zoom, webex, other). You will be  
requested to Register the first time you use eComment - Sign In To Speak.  
The Sign In To Speak System, after the one time registration, will remember  
you by first name and last name associated with your email address  
(profile), making it easier for you to electronically Register or Sign In to  
Speak on an Agenda Item at a future OUSD legislative meeting, e.g., Board,  
committee, commission.  
Early pre-meeting Sign In To Speak (Registration) is urged for all - whether  
you plan to attend meeting in person or view meeting via teleconference or  
listen to the meeting by telephone. Names will be called in Sign In To Speak  
order received.  
On line Request to Speak (Registration) automatically closes one-hour  
before commence of the legislative meeting. (No way to manually reopen.)  
Thereafter, a Request To Speak on an eligible Agenda Item is taken in  
person at the legislative meeting only via Manual Speaker Card. (If you  
registered pre-meeting on line to speak on an eligible Agenda Item, please  
do not re-register if you then attend the meeting in-person.) The Manual  
Speaker Card, for equity, will be placed in the que behind pre-meeting  
registered speakers If you registered to Speak on an eligible Agenda item,  
premeeting, if attending meeting in person, when your name is called,  
please walk to the Speaker's Podium and comment on the eligible Agenda  
item.  
If you registered to Speak on an eligible Agenda Item, premeeting, if  
attending meeting on line, when your name is called, please raise your  
hand. Measure G1 - Districtwide Teacher Retention and Middle School  
Improvement Act Oversight Commission staff will match your  
pre-registration name with on line profile, unmute you to speak and remute  
you upon conclusion.

Retention and Middle School Improvement Act Oversight  
Commission and the Middle School Network Superintendent or  
Designee of the Certified data submitted for Fiscal Year ending June  
30, 2022, and the Certified data that will be submitted for Fiscal Year  
ending June 30, 2023, to Eide Bailly, LLP, Independent Auditors, and  
comments from the latter, if any.

submitted for Fiscal Year ending June 30, 2022 to Eide Bailly, LLP,  
Independent Auditors.  
Chief Business Officer Lisa Grant-Dawson and Nathan Edelman,  
Independent Auditor, Eide Bailly, LLP, and Middle School Network  
Superintendent Clifford Hong responded to the questions posed at the  
October 24, 2023 Measure G1 Commission Meeting on this matter.  
- Is the data presented herein certified?  
CBO Grant Dawson responded we (District) provided the full content of  
what we provided to the Auditor for review. Nathan Edelman confirmed that  
the data provided, herein attached, is what Eide Bailly received to review.  
- pg. 81-95, invoice 31052 for Greenleaf Elementary (K-8) School, for a  
Middle School Spanish Library (see pg. 79). Of the 732 items listed in  
invoice 31052, 195 of the books listed in the invoice are English Language  
Books. Some books were also in Arabic. The total cost of books not for  
Spanish Language Learners was $3,584.71. There were also books  
purchased that were not for Middle School level learners.  
CBO Grant-Dawson, responded to this concern by stating the purchases  
named above are allowable by the scope of Measure G1.  
Chairperson Grover responded by stating English Language books are out  
of scope for Measure G1.  
- pg. 149, for Madison Park (6-12) Academy items requested in the  
requisition submitted on November 15, 2021, was not approved by Measure  
G1 Commission from Madison Park Academy's Carryover proposal until  
December 13, 2022.  
CBO Grant-Dawson responded to this concern by stating the 2021 - 2022  
Grant Proposal funds for Madison Park had Supplies listed to purchase  
which were the funds used to make the purchase and not the Carryover  
funds from December 13, 2022.  
- pg. 104 - 106, for Montera Middle School, on May 24, 2022, Measure G1  
Approved the Grant Application for School Year 2022 - 2023, and the Moore  
Newton Invoice (pg. 104) shows supplies were ordered on May 23, 2022.  
CBO Grant-Dawson responded by stating the funds used were from a 2021  
- 2022 Grant Proposal and not from the Carryover funds approved on May  
24, 2022.  
- Was the Middle School Network working with the School Sites as it relates  
to their investment with Carryover Funds?  
Superintendent Hong responded to this concern by stating, yes, the Middle  
School Network does work with the Site Leaders to plan the use of their  
Carryover funds.
