Spending Plan - May 2023.

gave a presentation on the Measure Y Spending Plan, Amendment No. 2,

Planning and Management, or Designee, on the status of the selection of  
the District GOB Bond External Auditor for Fiscal Year 2023 - 2024.  
David Colbert, Director, Facilities Planning and Management, stated that Eide  
Bailly will continue as the Bond Auditor for the 2023 - 2024 Fiscal Year.  
David Colbert responded to comments and questions from the Committee.

Secretary Price recommended the addition of Change Order percentage to  
the Project Fact Sheet Template.  
Vice Chairperson Ritchie and Member Butler, as the mover and seconder of  
the motion, accepted Secretary Price's recommendation as a friendly  
amendment.  
Chairperson Dawson recommended the addition of Local Business  
Participation to the Project Fact Sheet Template.  
Vice Chairperson Ritchie and Member Butler, as the mover and seconder of  
the motion, accepted Chairperson Dawson's recommendation as a friendly  
amendment  
A motion was made by Vice Chairperson Ritchie, seconded by  
Member Butler, that the proposed Project Fact Sheet Template  
Revisions with the addition of change order percentage, and local  
business participation section to the Fact Sheet Template be Adopted

A continued discussion and possible adoption by the Measures B, J, and  
Y Independent Citizens' School Facilities Bond Oversight Committee of its  
Plan and timeline for producing the 2021-2022 Annual Report.  
Chairperson Dawson took up adoption of the proposed 2021-2022 Annual  
Report.  
Member Nelson made a motion seconded by Vice Chairperson Ritchie, to  
adopt the 2021 - 2022 Annual Report.  
Chair Dawson recommended additional edits to the 2021 - 22 Annual Report.  
Member Nelson and Vice Chairperson Ritchie, as the mover and seconder,  
accepted the additional edits as friendly (see attachment, Measures B, J, and  
Y Independent Citizens' School Facilities Bond Oversight Committee -  
2021-2022 Annual Report (as amended on 6/31/2023)).
